The Performance Gap

Before this work, each department selected instructional materials and professional development content independently, with no shared standard, no consistent approval process, and no formal vendor evaluation rigor. That produced predictable problems: inconsistent quality between departments, duplicated spend on overlapping materials, and long, unpredictable timelines to get anything from selection to classroom deployment.

Identified Performance Gap
There was no single point of accountability for curriculum decisions across departments, and no structured process for evaluating vendors before committing budget to their materials. Decisions were being made well, department by department, but not being governed as a system.

The gap wasn't capability, it was structure. Good individual decisions without a shared framework still produce an inconsistent, hard-to-audit whole.

Discovery Questions

Before designing a governance model, I mapped how curriculum decisions were actually being made across departments, not how policy said they should be made.

Key Finding from Discovery
The biggest source of delay wasn't the vendor evaluation itself, it was the absence of a defined process, which meant every department was reinventing evaluation criteria from scratch each time. A shared governance framework would fix the delay and the inconsistency in the same move.

Design Rationale

I designed an enterprise curriculum architecture and governance model that established clear approval authority across all four departments and gave every department the same vendor evaluation framework to work from, rather than building a separate process per department.

Design Decisions
Centralized approval authority for instructional materials and professional development content across departments. Served on the formal RFP and vendor evaluation committee for English/Language Arts instructional materials, establishing evaluation criteria that could be reused by other departments rather than rebuilt each cycle.
What I Rejected
Rejected a fully centralized model where one office selected materials for every department, that would have removed subject-matter judgment from the people closest to the content. Rejected leaving evaluation criteria informal, since that was the exact inconsistency the governance model was built to remove.
The Core Design Principle
Governance should standardize the process, not the content decision. Departments kept authority over what fit their subject area; the model gave everyone the same rigor and the same evaluation criteria to get there.

The Finished Artifact

The governance model was deployed across all four departments and was later adopted as a replicable standard beyond its original scope. Alongside the governance framework, I also personally authored and secured a $1,700 technology grant that funded VR headsets, then trained other teachers on using that technology in the classroom, an example of the same pattern this governance model reinforces: identify a need, secure the resources, and build something that other people can actually use.

Honest Reflection

The governance model reduced the design-to-deployment cycle time and eliminated the inconsistency between departments, that was a clear, observed change in how decisions got made and how fast materials reached classrooms. I want to be precise about what I have and don't have as evidence here: I can speak to the before/after change directly because I owned the process, but I did not build a formal tracked KPI for cycle-time reduction at the time, so I'm describing a real, observed operational improvement rather than citing a specific measured percentage.

What Worked
Giving departments a shared evaluation framework instead of a shared decision-maker preserved subject-matter ownership while still fixing the consistency problem. That's why it got adopted as a standard beyond its original scope, departments could see it solved their timeline and consistency problems without taking away their judgment.
What I Would Do Differently
If I rebuilt this today, I would instrument cycle-time and cost-duplication metrics into the governance model from day one, not just track the qualitative before/after. I know the model worked because I watched it work across four departments, but a formal metric would have made the case for adoption faster and would make the outcome easier to prove to someone who wasn't in the room.
